Sphere of Consultations

a) The State Advisory Committee is expected to work in the light of the NSS guidelines as far as NSS programme in concerned. The State Advisory committee is free to make necessary recommendations in the improvement of NSS activities. As far as administrative and policy directives are concerned, the Advisory Committee will not make any changes unilaterally.

b) Instances have been noticed where some universities got the limits of financial expenditure enhanced from the State/University Advisory committees. Similarly higher pay scales have been got approved for the Programme Coordinators. The Government of India does not agree to such decisions. It will be more convenient if such cases are referred to the Ministry of Youth Affairs and Sports, New Delhi, before such decisions are taken.
